  1  1    Section 1.  DEPARTMENT OF HUMAN SERVICES ==== MANDATORY
  1  2 REPORTER TRAINING AND CERTIFICATION WORKGROUP.  The department
  1  3 of human services, in cooperation with the departments of
  1  4 education and public health, shall facilitate a study by a
  1  5 workgroup of stakeholders to make recommendations relating
  1  6 to mandatory child abuse and mandatory dependent adult
  1  7 abuse reporter training and certification requirements.  The
  1  8 workgroup shall develop interdepartmental strategies for
  1  9 improving mandatory child abuse and mandatory dependent
  1 10 adult abuse reporter training and certification requirements.
  1 11 The workgroup shall consist of representatives from the
  1 12 departments of human services, education, and public health,
  1 13 and other experts the department of human services deems
  1 14 necessary. The workgroup shall submit a report on the study
  1 15 with recommendations, including but not limited to strategies
  1 16 developed and other proposed improvements, to the governor and
  1 17 the general assembly on or before December 14, 2018.

  1 19 The inclusion of this explanation does not constitute agreement with
  1 20 the explanation's substance by the members of the general assembly.
  1 21    This bill requires the department of human services to
  1 22 facilitate a study by a workgroup, in cooperation with the
  1 23 departments of education and public health, related to
  1 24 mandatory child abuse and mandatory dependent adult abuse
  1 25 reporter training and certification requirements. The bill
  1 26 provides that the workgroup shall consist of representatives
  1 27 from the departments of human services, education, and public
  1 28 health and other experts the department of human services
  1 29 deems necessary. The workgroup is required to develop
  1 30 interdepartmental strategies for improving mandatory child
  1 31 abuse and mandatory dependent adult abuse reporter training
  1 32 and certification requirements and submit a report with
  1 33 recommendations to the governor and the general assembly on or
  1 34 before December 14, 2018.
