  1  1    Section 1.  NEW SECTION.  280.13D  Interscholastic athletic
  1  2 contests and competitions == academic eligibility == English as
  1  3 a second language.
  1  4    A student in an English as a second language program shall
  1  5 not be denied eligibility to participate in interscholastic
  1  6 athletic contests or competitions on the basis of academic
  1  7 performance if the student is making adequate progress, as
  1  8 determined by the student's school, toward the goals and
  1  9 objectives in the student's English as a second language
  1 10 program.
  1 11                           EXPLANATION
  1 12 The inclusion of this explanation does not constitute agreement with
  1 13 the explanation's substance by the members of the general assembly.
  1 14    This bill prohibits denying a student in an English as
  1 15 a second language program eligibility to participate in
  1 16 interscholastic athletic contests or competitions on the basis
  1 17 of academic performance if the student is making adequate
  1 18 progress, as determined by the student's school, toward the
  1 19 goals and objectives in the student's English as a second
  1 20 language program.
