S.F. 52 Section 1. EVIDENCE-BASED MATERNAL AND INFANT HOME VISITING 1 SERVICES. The department of health and human services shall 2 engage in a cross-agency collaboration with the department 3 of education to identify and leverage funding sources and 4 opportunities, including Medicaid, to expand evidence-based 5 home visiting services for women and infants that promote 6 healthy pregnancies, positive birth outcomes, and healthy 7 infant growth and development. The departments shall involve 8 key stakeholders in designing an evidence-based home visiting 9 services approach for the state that maximizes the coordination 10 and integration of programs and funding streams, reduces 11 duplication of efforts, and ensures that the services provided 12 meet federal evidence-based criteria. The approach shall 13 ensure that evidence-based home visiting services shall be 14 available to women prenatally, throughout the pregnancy, and 15 postpartum, and shall include mental and physical health, 16 social, educational, and other services and interventions based 17 upon the risk factors and needs identified. The departments 18 may conduct a feasibility study to consider the various 19 options available to increase Medicaid coverage and funding of 20 evidence-based home visiting services, either through a state 21 plan amendment or waiver. The department of health and human 22 services shall seek federal approval of any Medicaid state plan 23 amendment or waiver necessary to administer this section. 24 EXPLANATION 25 The inclusion of this explanation does not constitute agreement with 26 the explanation’s substance by the members of the general assembly. 27 This bill requires the department of health and human 28 services to engage in a cross-agency collaboration with the 29 department of education to identify and leverage funding 30 sources and opportunities, including Medicaid, to expand 31 evidence-based home visiting services for women and infants 32 that promote healthy pregnancies, positive birth outcomes, 33 and healthy infant growth and development.
