Summary

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to develop a plan for establishing a program to: (1) provide for the private storage of cord blood for individuals who are unable to afford to store cord blood through a private cord blood bank and (2) provide for the donation of stem cells at the time of an individual's death. Requires the Department to complete its development of the plan by January 1, 2011. Provides that upon developing the plan and subject to appropriation, the Department shall implement a pilot program for the private storage of cord blood and the donation of stem cells at the time of an individual's death in accordance with the plan. Provides that the Department may implement the pilot program in one or more regions of the State. Effective immediately.
