Bill Title: Amends provisions of the Workers' Compensation Act authorizing the issuance of a citation to an employer that is not in compliance with its obligation to have workers' compensation insurance and the imposition of a fine to be paid by the employer to the Commission. Provides that, if the Commission determines that the employer was in compliance with its obligation at the time the citation was issued, the Commission shall refund the amount of the fine to the employer within 10 days.
