Bill Title: Amends the Election Code. Requires a vote by mail ballot to be postmarked 3 days before election day (rather than by election day) to be counted. Requires a ballot that is mailed using an intelligent mail barcode tracking system to an election authority absent a postmark be counted if the intelligent mail barcode tracking system verifies the envelope was mailed no later than 3 days before election day (rather than by election day). Makes conforming changes throughout the Code.
