Bill Title: Reinserts the provisions of the engrossed bill with the following changes. Further amends the School Code. With regard to the requirement that all contracts for the purchase of supplies and materials or work involving an expenditure in excess of $25,000 or a lower amount as required by school board policy be awarded to the lowest responsible bidder, exempts contracts for the purchase of fuel, including diesel, gasoline, oil, aviation, natural gas, or propane, lubricants, or other petroleum products (rather than contracts for the purchase of natural gas when the cost is less than that offered by a public utility). With regard to the alternative educator licensure program, restores a provision requiring an individual to pass the State Board of Education's teacher performance assessment before entering the second residency year. Effective immediately.
