Bill Title: Amends the Firearm Owners Identification Card Act. Provides that a person who is not an active duty member of the United States Armed Forces or the Illinois National Guard may apply for a Firearm Owner's Identification Card without parental consent if the person is at least 18 (rather than 21) years of age. Exempts from the requirement of having in one's possession a Firearm Owner's Identification Card a person who is otherwise eligible to obtain a Firearm Owner's Identification Card and is under the direct supervision of a holder of a Firearm Owner's Identification Card who is 18 (rather than 21) years of age or older while the person is on a firing or shooting range or is a participant in a firearms safety and training course recognized by a law enforcement agency or a national, statewide shooting sports organization.
