Bill Title: Amends the Critical Health Problems and Comprehensive Health Education Act to require the instruction on mental health and illness to evaluate the multiple dimensions of health by reviewing the relationship between physical and mental health so as to enhance student understanding, attitudes, and behaviors that promote health, well-being, and human dignity.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Critical Health Problems and Comprehensive
5Health Education Act is amended by changing Section 3 as
6follows:
7 (105 ILCS 110/3)
8 Sec. 3. Comprehensive Health Education Program. The
9program established under this Act shall include, but not be
10limited to, the following major educational areas as a basis
11for curricula in all elementary and secondary schools in this
12State: human ecology and health, human growth and development,
13the emotional, psychological, physiological, hygienic and
14social responsibilities of family life, including sexual
15abstinence until marriage, prevention and control of disease,
16including instruction in grades 6 through 12 on the prevention,
17transmission and spread of AIDS, age-appropriate sexual abuse
18and assault awareness and prevention education in grades
19pre-kindergarten through 12, public and environmental health,
20consumer health, safety education and disaster survival,
21mental health and illness, personal health habits, alcohol,
22drug use, and abuse including the medical and legal
23ramifications of alcohol, drug, and tobacco use, abuse during

1pregnancy, evidence-based and medically accurate information
2regarding sexual abstinence, tobacco, nutrition, and dental
3health. The instruction on mental health and illness must
4evaluate the multiple dimensions of health by reviewing the
5relationship between physical and mental health so as to
6enhance student understanding, attitudes, and behaviors that
7promote health, well-being, and human dignity. The program
8shall also provide course material and instruction to advise
9pupils of the Abandoned Newborn Infant Protection Act. The
10program shall include information about cancer, including
11without limitation types of cancer, signs and symptoms, risk
12factors, the importance of early prevention and detection, and
13information on where to go for help. Notwithstanding the above
14educational areas, the following areas may also be included as
15a basis for curricula in all elementary and secondary schools
16in this State: basic first aid (including, but not limited to,
17cardiopulmonary resuscitation and the Heimlich maneuver),
18heart disease, diabetes, stroke, the prevention of child abuse,
19neglect, and suicide, and teen dating violence in grades 7
20through 12. Beginning with the 2014-2015 school year, training
21on how to properly administer cardiopulmonary resuscitation
22(which training must be in accordance with standards of the
23American Red Cross, the American Heart Association, or another
24nationally recognized certifying organization) and how to use
25an automated external defibrillator shall be included as a
26basis for curricula in all secondary schools in this State.

1 The school board of each public elementary and secondary
2school in the State shall encourage all teachers and other
3school personnel to acquire, develop, and maintain the
4knowledge and skills necessary to properly administer
5life-saving techniques, including without limitation the
6Heimlich maneuver and rescue breathing. The training shall be
7in accordance with standards of the American Red Cross, the
8American Heart Association, or another nationally recognized
9certifying organization. A school board may use the services of
10non-governmental entities whose personnel have expertise in
11life-saving techniques to instruct teachers and other school
12personnel in these techniques. Each school board is encouraged
13to have in its employ, or on its volunteer staff, at least one
14person who is certified, by the American Red Cross or by
15another qualified certifying agency, as qualified to
16administer first aid and cardiopulmonary resuscitation. In
17addition, each school board is authorized to allocate
18appropriate portions of its institute or inservice days to
19conduct training programs for teachers and other school
20personnel who have expressed an interest in becoming qualified
21to administer emergency first aid or cardiopulmonary
22resuscitation. School boards are urged to encourage their
23teachers and other school personnel who coach school athletic
24programs and other extracurricular school activities to
25acquire, develop, and maintain the knowledge and skills
26necessary to properly administer first aid and cardiopulmonary

1resuscitation in accordance with standards and requirements
2established by the American Red Cross or another qualified
3certifying agency. Subject to appropriation, the State Board of
4Education shall establish and administer a matching grant
5program to pay for half of the cost that a school district
6incurs in training those teachers and other school personnel
7who express an interest in becoming qualified to administer
8cardiopulmonary resuscitation (which training must be in
9accordance with standards of the American Red Cross, the
10American Heart Association, or another nationally recognized
11certifying organization) or in learning how to use an automated
12external defibrillator. A school district that applies for a
13grant must demonstrate that it has funds to pay half of the
14cost of the training for which matching grant money is sought.
15The State Board of Education shall award the grants on a
16first-come, first-serve basis.
17 No pupil shall be required to take or participate in any
18class or course on AIDS or family life instruction or to
19receive training on how to properly administer cardiopulmonary
20resuscitation or how to use an automated external defibrillator
21if his or her parent or guardian submits written objection
22thereto, and refusal to take or participate in the course or
23program or the training shall not be reason for suspension or
24expulsion of the pupil.
25 Curricula developed under programs established in
26accordance with this Act in the major educational area of

1alcohol and drug use and abuse shall include classroom
2instruction in grades 5 through 12. The instruction, which
3shall include matters relating to both the physical and legal
4effects and ramifications of drug and substance abuse, shall be
5integrated into existing curricula; and the State Board of
6Education shall develop and make available to all elementary
7and secondary schools in this State instructional materials and
8guidelines which will assist the schools in incorporating the
9instruction into their existing curricula. In addition, school
10districts may offer, as part of existing curricula during the
11school day or as part of an after school program, support
12services and instruction for pupils or pupils whose parent,
13parents, or guardians are chemically dependent.
