Amends the Northern Illinois University Law. Provides that meetings of the Board of Trustees shall be held at least once each quarter on the campus of Northern Illinois University at DeKalb, Illinois or on any other University-owned campus (instead of University-owned property) located in this State.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Northern Illinois University Law is amended
5by changing Section 30-25 as follows:
6 (110 ILCS 685/30-25)
7 Sec. 30-25. Officers; meetings. Members of the Board shall
8elect annually by secret ballot from their own number a
9chairman who shall preside over meetings of the Board and a
10secretary.
11 Meetings of the Board shall be held at least once each
12quarter on the campus of Northern Illinois University at
13Dekalb, Illinois or on any other University-owned campus
14property located in the State. At all regular meetings of the
15Board, a majority of its members shall constitute a quorum. The
16student member shall have all of the privileges of membership,
17including the right to make and second motions, to attend
18executive sessions, and to vote on all Board matters except
19those involving faculty tenure, faculty promotion or any issue
20on which the student member has a direct conflict of interest.
21Unless the student member is entitled to vote on a measure at a
22meeting of the Board or any of its committees, he or she shall
23not be considered a member for the purpose of determining

1whether a quorum is present at the time that measure is voted
2upon. No action of the Board shall be invalidated by reason of
3any vacancies on the Board or by reason of any failure to
4select a student member.
5 Special meetings of the Board may be called by the chairman
6of the Board or by any 3 members of the Board.
7 At each regular and special meeting that is open to the
8public, members of the public and employees of the University
9shall be afforded time, subject to reasonable constraints, to
10make comments to or ask questions of the Board.
