Bill Title: Amends the General Assembly Organization Act. Provides that in times of pestilence or an emergency resulting from a domestic or foreign terrorist attack, members of the General Assembly may participate remotely and cast votes in sessions, by joint proclamation of the Speaker of the House of Representatives and the President of the Senate, and committees of either the House of Representatives or Senate may participate remotely pursuant to the rules of the chamber. Provides that the House of Representatives and the Senate shall adopt rules for remote participation. Makes conforming changes. Effective immediately.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The General Assembly Organization Act is amended | |||||||||||||||||||
5 | by changing Section 1 as follows:

7 | Sec. 1.
(a) The That the sessions of the General Assembly | |||||||||||||||||||

be held at the seat of government: Provided, that the | |||||||||||||||||||

10 | when it is necessary, in case of
pestilence or public danger. | |||||||||||||||||||
11 | (b) In times of pestilence or an emergency resulting from a | |||||||||||||||||||
12 | domestic or foreign terrorist attack, members may participate | |||||||||||||||||||
13 | remotely and cast votes in sessions, by joint proclamation of | |||||||||||||||||||
14 | the Speaker of the House of Representatives and the President | |||||||||||||||||||
15 | of the Senate, and committees of either the House of | |||||||||||||||||||
16 | Representatives or Senate may participate remotely pursuant to | |||||||||||||||||||
17 | the rules of the chamber. The House of Representatives and the | |||||||||||||||||||
18 | Senate shall adopt rules for remote participation. The rules of | |||||||||||||||||||
19 | the chamber may not require that a quorum of the members be | |||||||||||||||||||
20 | physically present at the location of the session or the | |||||||||||||||||||
21 | committee meeting, and shall allow that a quorum may be | |||||||||||||||||||
22 | established remotely. As used in this Section, "participate | |||||||||||||||||||
23 | remotely" means simultaneous, interactive participation in |

2 | through means of communication technologies designed to | ||||||
3 | accommodate and facilitate such simultaneous, interactive | ||||||
4 | participation and where members of the public may view such | ||||||
5 | meetings or sessions.
