Bill Title: Amends the School Code. Provides that the duration of a Financial Oversight Panel may be continued for more than 10 years after the date of its creation if the State Board of Education extends the Panel's duration. Provides remote and blended remote learning requirements if the Governor has declared a disaster due to a public health emergency. Makes corresponding changes. With respect to the evidence-based funding formula, provides that an organizational unit that meets specified criteria shall have district intervention money added to its base funding minimum. Provides that all Professional Educator Licenses that expire on June 30, 2020 and have not been renewed by the end of the 2020 renewal period shall be extended for one year and shall expire on June 30, 2021. Provides that certain requirements are waived for an applicant seeking an educator license if the Governor has declared a public health emergency. Provides that any diploma conferred during the 2019-2020 school year under graduation requirements that were modified by an executive order, emergency rulemaking, or school board policy prompted by a gubernatorial disaster proclamation as a result of COVID-19 is deemed valid and is not subject to challenge or review due to a failure to meet requirements. Makes changes concerning local school council elections in the Chicago school district. Makes other changes, including changes concerning property tax relief pool grants, criminal history records checks, children with disabilities, new teacher induction and mentoring, and educator licensure. Amends the Illinois Articulation Initiative Act. Provides that Illinois Articulation Initiative General Education courses taken during the public health emergency declared by proclamation of the Governor due to the COVID-19 pandemic during calendar year 2020 must be transferable for students receiving a grade of "pass", "credit", or "satisfactory" and shall fulfill the prerequisite requirements for advanced courses. Amends the Board of Higher Education Act. Subject to appropriation, requires the Board of Higher Education to award emergency completion grants and competitive grants for public university student support services. Amends the AIM HIGH Grant Pilot Program provisions of the Higher Education Student Assistance Act. With respect to the requirement that an applicant have a household income no greater than 6 times the poverty guidelines updated periodically in the Federal Register by the U.S. Department of Health and Human Services, provides that the applicant's household income at the time of initial application shall be deemed to be the household income of the applicant for the duration of the pilot program. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by changing Section
527-22 as follows:
6 (105 ILCS 5/27-22) (from Ch. 122, par. 27-22)
7 Sec. 27-22. Required high school courses.
8 (a) (Blank).
9 (b) (Blank).
10 (c) (Blank).
11 (d) (Blank).
12 (e) As a prerequisite to receiving a high school diploma,
13each pupil entering the 9th grade in the 2008-2009 school year
14or a subsequent school year must, in addition to other course
15requirements, successfully complete all of the following
16courses:
17 (1) Four years of language arts.
18 (2) Two years of writing intensive courses, one of
19 which must be English and the other of which may be English
20 or any other subject. When applicable, writing-intensive
21 courses may be counted towards the fulfillment of other
22 graduation requirements.
23 (3) Three years of mathematics, one of which must be

1 Algebra I, one of which must include geometry content, and
2 one of which may be an Advanced Placement computer science
3 course if the pupil successfully completes Algebra II or an
4 integrated mathematics course with Algebra II content.
5 (4) Two years of science.
6 (5) Two years of social studies, of which at least one
7 year must be history of the United States or a combination
8 of history of the United States and American government
9 and, beginning with pupils entering the 9th grade in the
10 2016-2017 school year and each school year thereafter, at
11 least one semester must be civics, which shall help young
12 people acquire and learn to use the skills, knowledge, and
13 attitudes that will prepare them to be competent and
14 responsible citizens throughout their lives. Civics course
15 content shall focus on government institutions, the
16 discussion of current and controversial issues, service
17 learning, and simulations of the democratic process.
18 School districts may utilize private funding available for
19 the purposes of offering civics education.
20 (6) One year chosen from (A) music, (B) art, (C)
21 foreign language, which shall be deemed to include American
22 Sign Language, or (D) vocational education, or (E) speech.
23 (f) The State Board of Education shall develop and inform
24school districts of standards for writing-intensive
25coursework.
26 (f-5) If a school district offers an Advanced Placement

1computer science course to high school students, then the
2school board must designate that course as equivalent to a high
3school mathematics course and must denote on the student's
4transcript that the Advanced Placement computer science course
5qualifies as a mathematics-based, quantitative course for
6students in accordance with subdivision (3) of subsection (e)
7of this Section.
8 (g) This amendatory Act of 1983 does not apply to pupils
9entering the 9th grade in 1983-1984 school year and prior
10school years or to students with disabilities whose course of
11study is determined by an individualized education program.
12 This amendatory Act of the 94th General Assembly does not
13apply to pupils entering the 9th grade in the 2004-2005 school
14year or a prior school year or to students with disabilities
15whose course of study is determined by an individualized
16education program.
17 (h) The provisions of this Section are subject to the
18provisions of Section 27-22.05 of this Code and the
19Postsecondary and Workforce Readiness Act.
