Summary

Create a new section of KRS Chapter 138 to reenact the cigarette paper tax; require the revenues from this tax to be deposited into the Kentucky Retirement Systems unfunded liability trust fund; amend KRS 138.130 and 138.140 to conform; make effective only if the General Assembly creates the Kentucky Retirement Systems unfunded liability trust fund.
