Prohibiting a District Court commissioner from authorizing the pretrial release of a defendant charged with a criminal gang offense if the defendant previously was convicted of a criminal gang offense; providing that a judge may authorize the pretrial release of a specified defendant on specified conditions; requiring a judge to order the continued detention of a specified defendant under specified circumstances; etc.
