Merging specified higher education institutions to be called the University of Maryland; requiring each campus of the University of Maryland to have a president; requiring the presidents to jointly develop and implement a plan that encourages and promotes alignment, cooperation, and collaboration between specified campuses; creating a Center for Maryland Advanced Ventures to pursue grant funding, to develop guidelines for technology transfer to the private sector, and to identify projects appropriate for commercialization; etc.
