Sellinger Program provided to private nonprofit institutions of higher education located in Frederick County to be used only to provide financial aid awards to students who graduated from a high school in the State; and requiring private nonprofit institutions of higher education located in Frederick County to prioritize financial aid awards to students who graduated from a high school in Frederick County.
