Summary

Lowering the threshold for the phosphoric acid content of lawn fertilizers to which specified prohibitions and requirements apply; altering the applicability date for provisions of the Act from April 1, 2011 to April 1, 2012; providing for an exception for lawn fertilizer with organic phosphorous materials until April 1, 2014; and altering the definition of "low phosphorous fertilizer".
