HOUSE BILL No. 4121

 

January 27, 2009, Introduced by Reps. McMillin, Agema, Knollenberg, Genetski, Rick Jones, Lund, Calley, Crawford, Moss, Opsommer, DeShazor, Amash, Daley, Haines and Rogers and referred to the Committee on Oversight and Investigations.

 

     A bill to amend 1984 PA 431, entitled

 

"The management and budget act,"

 

(MCL 18.1101 to 18.1594) by adding section 447.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 447. (1) The department shall issue directives which

 

provide that all state agencies provide the department the

 

following information regarding the expenditure of state funds:

 

     (a) The name and principal location of the entity receiving

 

the funds.

 

     (b) The amount of state funds.

 

     (c) The type of the transaction.

 

     (d) The funding state agency.

 

     (e) The budget source of the funds.

 

     (f) A descriptive purpose of the funding action or


 

expenditure.

 

     (g) Any other information required by the department.

 

     (2) Not later than January 1, 2010, the department shall

 

develop and operate a searchable website accessible by the public

 

at no cost to access the information provided in subsection (1).

 

     (3) Nothing in this section shall require the disclosure of

 

information which is considered confidential by state or federal

 

law.

 

     (4) As used in this section, "expenditure of state funds"

 

means the expenditure of all appropriated or nonappropriated funds

 

by a state agency that includes, but is not limited to, all of the

 

following:

 

     (a) State purchases.

 

     (b) Contracts and subcontracts.

 

     (c) Grants.
