An Act Relating To The Planning And Implementation Of The State's Information Technology Resources By The Mississippi Department Of Information Technology Services (mdits); To Amend Section 25-53-5, Mississippi Code Of 1972, To Direct Mdits To Manage One Or More State Data Centers; To Direct Mdits To Identify Opportunities For Consolidation Of Computer Hardware And Software And Use Virtualization Technology To Optimize The Number Of Machines And Environmentally Controlled Facilities; To Direct Mdits To Optimize The Shared Technology Components Of The State; To Direct Mdits To Increase Federal Participation In The State Data Center And Its Shared Technology Infrastructure; To Direct Mdits To Expand Online Services To Citizens, Businesses And Other Governmental Entities; To Direct All State Agencies And Institutions To Give Their Full Cooperation And Assistance In The Successful Achievement Of These Efforts; To Direct Mdits To Report Progress In Its Annual Report To The Legislature; To Amend Sections 25-53-1, 25-53-3, 25-53-25 And 25-53-125, Mississippi Code Of 1972, In Conformity; To Amend Section 25-53-7, Mississippi Code Of 1972, To Provide That Members Of The Board Of Mdits Shall Continue To Serve After The Expiration Of Their Terms Until Their Successors Are Duly Appointed; To Exempt State Agencies With Arrest Powers From The Preceding Provisions Of This Act; To Prohibit State Agencies From Entering Into Contracts With Media Outlets For Advertising, Or For Distributing Vital Information To The Public, Unless The Agency Complies With Certain Procedures And Requirements; To Make Various Revisions To The Mississippi Accountability And Transparency Act Of 2008; To Create New Section 27-104-152, Mississippi Code Of 1972, To Declare Legislative Findings And Intent Regarding Public Access To The Details On State Expenditures Of Tax Dollars And The Performance Results That Are Achieved For The Expenditures; To Amend Section 27-104-153, Mississippi Code Of 1972, To Define Additional Terms Used Under The Act And Revise The Definition Of Several Current Terms; To Amend Section 27-104-155, Mississippi Code Of 1972, To Expand The Data That Is Required To Be Maintained On The Searchable Website Of The Department Of Finance And Administration That Includes Information On Expenditures Of State Funds And To Prescribe Additional Requirements For The Website; To Amend Section 27-104-157, Mississippi Code Of 1972, To Require Agencies To Provide The Department With Access To All Required Data Within Fourteen Days After The Data Becomes Available To The Agency; To Create New Section 27-104-158, Mississippi Code Of 1972, To Direct The State Auditor To Examine Agencies' Compliance With The Requirements Of The Act; To Amend Section 27-104-159, Mississippi Code Of 1972, To Provide That Expenditures Of The Legislative Branch Shall Be Subject To The Provisions Of The Act; To Amend Section 25-61-17, Mississippi Code Of 1972, To Conform To The Preceding Provision; And For Related Purposes.
