A BILL TO BE ENTITLED

AN ACT to direct the program evaluation division to study the ability of state agencies or state entities to enter into debt or debt‑like arrangements outside of the purview of the general assembly.

The General Assembly of North Carolina enacts:

SECTION 1.  The Joint Legislative Program Evaluation Oversight Committee shall include in the 2013‑2015 Work Plan for the Program Evaluation Division of the General Assembly a study to evaluate the use of debt or debt‑like arrangements outside of the purview of the General Assembly. The Program Evaluation Division shall include the following within this study:

(1)        Determine the type of debt and debt‑like arrangements used by State agencies and institutions outside the purview of the General Assembly.

(2)        Administer a survey to determine the purposes and amount of indebtedness created by such arrangements by State agencies and institutions.

(3)        Evaluate use of such arrangements and recommend any administrative procedures or legislative actions, which warrant consideration by agencies, institutions, and the General Assembly.

SECTION 2.  The Program Evaluation Division shall submit its findings and recommendations from Section 1 of this act to the Joint Legislative Program Evaluation Oversight Committee and the House and Senate Finance Committees at a date to be determined by the Joint Legislative Program Evaluation Oversight Committee.

SECTION 3.  This act is effective when it becomes law.
