A BILL TO BE ENTITLED

AN ACT to require state agencies that provide housing assistance and housing‑related services to residents of this state provide information about the military veterans they serve; and to require the division of veterans affairs to publish this INFORMATION annually.

The General Assembly of North Carolina enacts:

SECTION 1.  Article 1 of Chapter 165 of the General Statutes is amended by adding a new section to read:

"§ 165‑11.2.  Reporting on housing assistance provided to veterans by State agencies.

(a)        Reporting Required. – No later than April 1 of each year, each State agency that provides housing assistance or housing‑related services of any kind to residents of this State shall report all of the following information to the Director of the Division of Veterans Affairs of the Department of Administration:

(1)        The number of veterans that received housing assistance or housing‑related services provided by the agency during the previous calendar year.

(2)        The percentage of individuals who received housing assistance or housing‑related services provided by the agency during the previous calendar year who were veterans.

(3)        The types of housing assistance or housing‑related services provided to veterans during the previous calendar year.

(4)        The amount of funds spent providing housing assistance or housing‑related services to veterans as a percentage of the total amount of funds spent by the agency providing housing assistance and housing‑related services during the previous calendar year.

(5)        A summary of efforts made by the agency during the previous calendar year to advertise to veterans the availability of housing assistance or housing‑related services.

(b)        Publication. – No later than June 1 of each year, the Director of the Division of Veterans Affairs of the Department of Administration shall publish the following on the Division's Web site:

(1)        All of the reports received pursuant to subsection (a) of this section by that date.

(2)        A summary of the information contained in the reports received pursuant to subsection (a) of this section.

(3)        A list of State agencies that provide housing assistance or housing‑related services of any kind to residents of this State that failed to submit the report required by subsection (a) of this section.

(c)        Definitions. – The following definitions apply in this Article:

(1)        Qualifying service. – Any of the following:

a.         Any length of active full‑time service other than active duty for training prior to September 8, 1980.

b.         At least 24 months of active full‑time service other than active duty for training since September 8, 1980.

c.         Ninety consecutive days of active full‑time service during a period of war as defined in Title 38, United States Code.

d.         Any active full‑time service or training that resulted in death or disability to the service member.

(2)        Veteran. – A person with qualifying service in the Armed Forces of the United States, including the Army, Navy, Air Force, Marine Corps, Coast Guard, or as a commissioned officer of the Public Health Service, the Environmental Science Services Administration, or the National Oceanic and Atmospheric Administration and who was discharged under conditions other than dishonorable or has achieved veteran status and continues serving."

SECTION 2.  This act is effective when it becomes law. The first reports required by G.S. 165‑11.2, as enacted by Section 1 of this act, shall be due on April 1, 2017.
