A BILL TO BE ENTITLED

AN ACT to appropriate funds to the community college system to train future health care professionals to meet the health care needs created by medicaid expansion.

Whereas, Medicaid expansion would provide Medicaid coverage for an estimated 500,000 North Carolina residents; and

Whereas, most of those individuals are not currently receiving regular health care or are receiving reduced levels of health care; and

Whereas, Medicaid expansion would increase the demand for health care services and is estimated to create at least an additional 25,000 health care jobs in the State to meet the increased demand; Now, therefore,

The General Assembly of North Carolina enacts:

SECTION 1.  In the event Medicaid eligibility is expanded to all people under age 65 who have incomes equal to or less than one hundred thirty‑three percent (133%) of the federal poverty guidelines, then there is appropriated from the General Fund to the Community Colleges System Office the sum of twenty million dollars ($20,000,000) for the 2015‑2016 fiscal year and the sum of twenty‑seven million dollars ($27,000,000) for the 2016‑2017 fiscal year. The funds shall be used to increase the number of students entering into and graduating from health care certificate and health care degree programs throughout the State.

SECTION 2.  This act becomes effective July 1, 2015.
