STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT establishing a committee to study energy efficiency.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Committee Established. There is established a committee to study energy efficiency in New Hampshire.

2 Membership and Compensation.

I. The members of the committee shall be as follows:

(a) Three members of the house of representatives, who are members of the science, technology and energy committee, appointed by the speaker of the house of representatives.

(b) Two members of the senate, who are members of the energy and natural resources committee, appointed by the president of the senate.

II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

3 Duties. The committee shall study:

I. Whether the state is adequately addressing the economic and energy conservation needs of residents, businesses and municipal governments through existing energy efficiency programs.

II. The financial impact and benefit of current energy efficiency programs to New Hampshire ratepayers

III. Whether there is a need to increase state funding for energy efficiency programs and what mechanisms are available to do so.

IV. The overall market and need for cost effective energy efficiency investments in New Hampshire including residential, commercial, industrial, and municipal building sectors.

V. The economic and environmental benefits of current energy efficiency investments in New Hampshire.

VI. The effectiveness and availability of public and private energy efficiency funding programs in New Hampshire.

VII. Effective energy efficiency programs in other New England states.

VIII. Potential funding sources available in New Hampshire to increase public and private investments in energy efficiency.

IX. A realistic state goal for efficiency over the next 5 or 10 years.

4 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Four members of the committee shall constitute a quorum.

5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2014.

6 Effective Date. This act shall take effect upon its passage.
