AN ACT relative to teacher evaluation systems.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Thirteen
AN ACT relative to teacher evaluation systems.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; School Boards; Duty to Provide Education. Amend RSA 189:1-a by inserting after paragraph II the following new paragraph:
III. The school board shall develop, with the involvement of teachers and principals, for adoption any teacher evaluation and support system to be used in the school district or school for the continual improvement of instruction. Any teacher evaluation and support system that may be provided by the department of education or approved by the state board of education may serve as a guide and reference to the school district or school. In this paragraph, “teacher” shall have the same meaning as provided in RSA 189:14-a, V. Nothing in this paragraph shall supersede collective bargaining rights under RSA 273-A.
2 Effective Date. This act shall take effect 60 days after its passage.

HB 142 FISCAL NOTE
AN ACT relative to teacher evaluation systems.
FISCAL IMPACT:
The New Hampshire Municipal Association states this bill, as amended by the House (Amendment #2013-0462h), may increase local expenditures by an indeterminable amount in FY 2013 and each fiscal year thereafter. There will be no fiscal impact on state, county, and local revenues, or state and county expenditures.
METHODOLOGY:
The New Hampshire Municipal Association states this bill requires every school board to develop any teacher evaluation and support system to be used in the school district or school for the continual improvement of instruction. The Association states this bill would have no fiscal impact on municipalities which do not have dependent school districts. However, the proposed legislation may increase local expenditures for municipalities that have dependent school districts. The Association states local expenditures may increase in FY 2013 and each fiscal year thereafter for these districts to the extent the development of such support and evaluation systems cannot be absorbed within the district’s budgets. The Association is unable to estimate to what extent, if any, local expenditures may increase as a result of the proposed legislation.
