STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Eighteen
AN ACT relative to an elective course in SAT preparation.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Duties of State Board of Education. Amend RSA 186:11 by inserting after paragraph XXXVII the following new paragraph:
XXXVIII. SAT Preparation. Require school districts to offer an elective course in SAT preparation in each high school, the details of each course to be decided by the school district.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill requires school boards to offer an elective course in scholastic assessment test (SAT) preparation and make it available to its students. Costs for offering such a course can be broken down into two parts; cost of the course and course administration. While school district course administration costs cannot be estimated as they would vary across all districts, for informational purposes, the Department of Education states the SAT preparation course cost with the Virtual Learning Academy Charter School (VLACS) is $482.46 per student. Based on 2017 grade 11 participation, if all students took advantage of this elective course it would result in $6,265,708 ($482.46 X 12,987 students) in costs to school districts in each FY 2019 and FY 2020, and $6,391,022 in FY 2021 and FY 2022 (assuming a biennial 2% increase in course cost).
