SYNOPSIS
Requires posting on State and local government websites information concerning assignment and use of vehicles.

An Act concerning the assignment and use of State or local government vehicles and supplementing chapter 31 of Title 52 of the Revised Statutes and chapter 9 of Title 40A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The State Treasurer shall make available on the official State website the following information on each State vehicle assigned exclusively to a State officer or employee for more than 30 days of use, which information shall be updated on a monthly basis for each vehicle. On or before the fifth day of every month, each State department or agency in the Executive Branch, including any independent authority, board, or commission thereof, shall provide the State Treasurer with information about each vehicle used in the preceding month. This information shall include, but need not be limited to:
the name and position of the officer or employee assigned to or using each vehicle;
the duties of the position held;
the purpose for which the vehicle is used;
the miles traveled;
the fuel costs;
the toll costs; and
any additional information which the State Treasurer may determine to be appropriate.
b. The State Treasurer shall post this information on the official State website within ten business days of receipt.
c. This section shall not include vehicles assigned or used by a law enforcement agency of the State or by a law enforcement officer of the State, as shall be defined by the Attorney General.
2. a. Each local government, including any independent authority, board, or commission thereof, shall make available on its official website the following information on each vehicle assigned exclusively to a local government officer or employee for more than 30 days of use, which information shall be updated on a monthly basis for each vehicle. On or before the fifth day of every month, each department or agency in the local government, including any independent authority, board, or commission thereof, shall provide the governing body with information about each vehicle used in the preceding month. This information shall include, but need not be limited to:
the name and position of the officer or employee assigned to or using each vehicle;
the duties of the position held;
the purpose for which the vehicle is used;
the miles traveled;
the fuel costs;
the toll costs; and
any additional information which the governing body may determine to be appropriate.
b. The governing body shall post this information on the official local government website within ten business days of receipt.
c. This section shall not include vehicles assigned or used by a law enforcement agency or by a law enforcement officer of the local government, including any independent authority, board, or commission thereof, as shall be defined by the chief law enforcement officer of the entity.
3. This act shall take effect immediately.
STATEMENT
This bill requires the State Treasurer to make available on the official State website information on each State vehicle assigned exclusively to a State officer or employee for more than 30 days of use. The information will be updated on a monthly basis. On or before the fifth day of every month, each State department or agency in the Executive Branch, including any independent authority, board, or commission thereof, will provide the following information to the State Treasurer: the name and position of the officer or employee assigned to or using each vehicle; the duties of the position held; the purpose for which the vehicle is used; the miles traveled; the fuel costs; the toll costs; and any additional information which the State Treasurer may determine to be appropriate.
Under the bill, the State Treasurer will post this information on the official State website within ten business days of receipt.
Similarly, the bill provides that each local government, including any independent authority, board, or commission thereof, will be required to make available on its official website the information required of State departments or agencies for each vehicle used by a local government officer or employee. The information will be posted on the official website and updated on a monthly basis. The information must be received from the local departments or agencies on or before the fifth day of the month, and the governing body must post this information on its official website within ten business days of receipt.
Concerning State vehicles, the bill does not include vehicles assigned or used by a law enforcement agency of the State or by a law enforcement officer of the State, as will be defined by the Attorney General. Regarding local government vehicles, including those of an independent authority, board, or commission thereof, the bill does not include vehicles assigned or used by a law enforcement agency or by a law enforcement officer of the entity, as will be defined by the chief law enforcement officer of the entity.
