Summary

Relates to coordinating the transfer of municipal solid waste in Suffolk and Nassau counties; defines applicable terms; provides provisions for the solid municipal waste transfers, including the conditions necessary for the ultimate disposal facility and designated truck routes; prohibits storage on site unless contained in railcars; stipulates how waste shall be transferred and that waste shall be placed in railcars with hard lids and a locking mechanism; limits the facility's throughput to 550 tons per day; stipulates how records shall be maintained and what steps shall be taken in the event of site closures or in the event of a transit strike; stipulates what the entity receiving the permit shall fund; and sets forth applicable penalties and violations.
