Summary

To authorize the Urban Development Corporation, d/b/a the Empire State Development Corporation, to create the Self-Sufficiency Program, financed by bonds backed by payments in lieu of taxes on new economic development projects, to provide critical financing for large-scale projects with no fiscal impact to the state or municipal governments. The bill also streamlines project approvals at the local level to ensure fair and expedited treatment of such projects while providing considerable privately financed incentives to local governments.
