Summary

This bill will allow cities throughout the State, on their own initiative or at the request of a certain number of citizens in particular areas, to designate city public utility districts and contract with PASNY to provide light, heat, power, steam or other forms of energy to such districts. Industrial areas could obtain low-cost power and energy by means of the creation of such districts, helping to create or retain jobs; and neighborhoods can obtain lower cost energy via cogeneration, district heating, and other methods.

Provides for creation of city public utility districts and provision of cheaper power by means of cooperation between city legislative bodies, PASNY and citizen participation; sets forth goal, definitions and provisions for permissive referendum; provides for capital improvements, creation and establishment of such districts, including contracts for provision of power, construction of facilities, filing of financial statements and just and reasonable charges.
