          ordered reprinted as amended and recommitted to said committee

        AN  ACT to amend the parks, recreation and historic preservation law, in
          relation to Gold Star families

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. Section 13.19 of the parks, recreation and historic preser-
     2  vation law, as amended by chapter 649 of the laws of 1977, is amended to
     3  read as follows:
     4    §  13.19  Free  use of campsites. 1. Notwithstanding the provisions of
     5  any other law, any person who is blind, non-ambulatory, or an amputee or
     6  any veteran [of the wars of the United States, who has at any time  been
     7  awarded  by  the federal government an allowance towards the purchase of
     8  an automobile or is eligible for such an award] or member of a Gold Star
     9  family shall be permitted to use any of the public campsites, parks  and
    10  other public places of recreation in this state, upon the same terms and
    11  conditions  as  apply  to the general public, but without the payment of
    12  any fees or other charges for the use of such campsites, parks and other
    13  public places of recreation.
    14    2. For the purposes of this section "veteran" shall:    (a)  have  the
    15  same  meaning  as  such  term is defined in section one of the veterans'
    16  services law and shall be a resident of this state  who  has  served  on
    17  active  duty  or  ordered  to  active  duty  and  has been discharged or
    18  released therefrom under conditions other than dishonorable,  or  has  a
    19  qualifying  condition,  as  defined  in  section  one  of  the veterans'
    20  services law, and has received a discharge other  than  bad  conduct  or
    21  dishonorable  from  such  service,  or  is a discharged LGBT veteran, as
    22  defined in section one of the veterans' services law, and has received a
    23  discharge other than bad conduct or dishonorable from such  service;  or
    24  (b)  mean  an  individual  who  has  served on active duty or ordered to

     1  active duty for the state as a member of the state organized militia  as
     2  defined  in  subdivision nine of section one of the military law and who
     3  was  discharged  or  released  therefrom  under  conditions  other  than
     4  dishonorable.
     5    §  2. This act shall take effect on the first of April next succeeding
     6  the date on which it shall have become a law.
