STATE OF NEW YORK ________________________________________________________________________ 10225 IN ASSEMBLY March 27, 2020 ___________ Introduced by M. of A. BARRETT -- read once and referred to the Commit- tee on Mental Health CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing amendments to section 3 of article 17 of the constitution and repealing section 4 of article 17 of the constitution, in relation to the protection and promotion of the mental health of New Yorkers 1 Section 1. Resolved (If the Senate concur), That section 3 of article 2 17 of the constitution be amended to read as follows: 3 § 3. The protection and promotion of the physical and mental health of 4 the inhabitants of the state are matters of public concern and provision 5 therefor shall be made by the state and by such of its subdivisions and 6 in such manner, and by such means as the legislature shall from time to 7 time determine. 8 § 2. Resolved (If the Senate concur), That section 4 of article 17 of 9 the constitution be REPEALED. 10 § 3. Resolved (If the Senate concur), That the foregoing amendment be 11 referred to the first regular legislative session convening after the 12 next succeeding general election of members of the assembly, and, in 13 conformity with section 1 of article 19 of the constitution, be 14 published for 3 months previous to the time of such election.
