STATE OF NEW YORK ________________________________________________________________________ 10566 IN ASSEMBLY June 3, 2020 ___________ Introduced by COMMITTEE ON RULES -- (at request of M. of A. Hevesi) -- read once and referred to the Committee on Social Services AN ACT to amend the social services law, in relation to requiring the commissioner to prepare a report of the sheltered and unsheltered homeless population during a state disaster emergency The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 17 of the social services law is amended by adding 2 a new subdivision (d-1) to read as follows: 3 (d-1)(1) in consultation with each local health department in the 4 county in which the homeless shelter is located, the commissioner of the 5 department of health, the commissioners of the department of homeless 6 services, and the commissioner of the New York city department of health 7 and mental hygiene, shall collect information regarding the sheltered 8 and unsheltered homeless population, during a state disaster emergency, 9 as defined in section twenty of the executive law, including but not 10 limited to: 11 (i) the number of confirmed infected individuals; 12 (ii) the number of hospitalizations; 13 (iii) the number of deaths; 14 (iv) information regarding the individual, if known; (a) age; (b) 15 race; (c) family composition; (d) shelter status; (e) type of shelter 16 including: family shelter, a shelter for adults, a hotel, an emergency 17 apartment, a domestic violence shelter, a runaway and homeless youth 18 shelter, or as a safe house for refugees; (f) any known risk factors; 19 and (g) any other information the office deems appropriate. 20 (2) utilizing the information collected pursuant to paragraph (1) of 21 this subdivision, the commissioners shall publish a report containing 22 such information aggregated by county and post it on the website of each 23 respective agency. 24 § 2.
