       Introduced  by  Sen. VALESKY -- read twice and ordered printed, and when
         printed to be committed to the Committee on Education
       AN ACT to amend the education law, in relation to special apportionments
         and grants-in-aid to school districts
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subparagraph 8 of paragraph (a) and subparagraph 2 of para-
    2  graph  (b)  of  subdivision  16 of section 3641 of the education law, as
    3  added by section 2 of part C of chapter 56 of  the  laws  of  2014,  are
    4  amended to read as follows:
    5    (8) "School safety and security technology project" shall mean a capi-
    6  tal  project  to  PURCHASE  AND  install  high-tech security features in
    7  school buildings and on school campuses, including but  not  limited  to
    8  video  surveillance,  emergency  notification  systems,  CARBON MONOXIDE
    9  DETECTORS and physical access controls, for enhanced educational  oppor-
   10  tunity in the state.
   11    (2)  No  school  district  shall  be entitled to a smart schools grant
   12  until such district shall have submitted a smart schools investment plan
   13  to the smart schools review board and received such board's approval  of
   14  such  investment  plan.  In  developing  such  investment  plan,  school
   15  districts shall consult  with  parents,  teachers,  students,  community
   16  members  and other stakeholders.  ALL PURCHASE AND INSTALLATION COSTS OF
   17  A SCHOOL SAFETY AND SECURITY TECHNOLOGY PROJECT SHALL BE INCLUDED IN THE
   18  SMART SCHOOLS INVESTMENT PLAN SUBMITTED BY A SCHOOL DISTRICT.
   19    S 2. This act shall take effect on the  same  date  and  in  the  same
   20  manner  as  section 2 of part C of chapter 56 of the laws of 2014, takes
   21  effect.
