A BILL
To enact section 125.20 of the Revised Code to 1
require state employee pay, agency expenses, and 2
tax credit issuances to be published and 3
accessible through one internet web site.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 125.20 of the Revised Code be 5
enacted to read as follows:6

       Sec. 125.20.  (A) Within one hundred eighty days after the 7
effective date of ......... of the 128th general assembly, the 8
director of administrative services shall establish an electronic 9
site accessible through the internet to publish the following:10

       (1) A database containing each state employee's year-to-date 11
gross pay and pay from the most recent pay period. The database 12
shall contain searchable fields including the name of the agency, 13
position title, and employee name.14

       (2) A database containing agency expenditures for goods and 15
services that shall contain searchable fields including the name 16
of the agency, expenditure amount, category of good or service for 17
which an expenditure is made, and contractor or vendor name;18

       (3) A database containing tax credits granted to business 19
entities that shall contain searchable fields, including the name 20
under which the tax credit is known, the name of the entity 21
receiving the credit, and the county in which the credit 22
recipient's principal place of business in this state is located.23

       (B) Daily, each executive agency shall provide to the 24
department of administrative services information to be published 25
in the databases under division (A) of this section. The director 26
of administrative services may adopt rules governing the means by 27
which information is submitted and databases are updated.28
