Permits individual in hospice program, or next of kin or personal representative of individual who has died, to terminate, without penalty, residential cable service or residential telecommunications service. Requires telecommunications contract between telecommunications utility and residential customer to allow customer to terminate contract without penalty if customer enters hospice program.]
