                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure.

  Directs Oregon State Lottery Commission to establish lottery
  { - games - }   { + game + } to benefit veterans' education and
economic development.
  Establishes Veterans' Lottery Fund. Continuously appropriates
moneys in fund to Department of Veterans' Affairs for education,
training and job creation.
  Allocates revenues from veteran-related   { - games - }
 { + game + } to Veterans' Lottery Fund.    
                        A BILL FOR AN ACT
Relating to Oregon State Lottery games to benefit veterans; and
  appropriating money.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2013 Act is added to and made
a part of ORS chapter 461. + }
  SECTION 2.  { + (1) The Oregon State Lottery Commission shall
establish a lottery raffle game:
  (a) That has a veteran-oriented theme or indicates that the
proceeds benefit veterans' education and economic development
related to veterans; and
  (b) For which the limited sales period for tickets may include
Veterans Day.
  (2) The commission shall separately record and account for the
costs and net proceeds of the lottery raffle game described in
this section.
  (3) When transferring net proceeds from the Oregon State
Lottery Fund established in ORS 461.530 for deposit in the
Administrative Services Economic Development Fund established in
ORS 461.540, the commission shall certify to the Joint Committee
on Ways and Means established under ORS 171.555 the amount of the
transfer that represents the net proceeds of the lottery raffle
game described in this section.
  (4) The Legislative Assembly shall allocate from the
Administrative Services Economic Development Fund an amount equal
to the net proceeds of the lottery raffle game described in this
section for transfer to the Veterans' Lottery Fund established in
section 3 of this 2013 Act to benefit veterans' education and
economic development related to veterans. + }
  SECTION 3.  { + The Veterans' Lottery Fund is established in
the State Treasury, separate and distinct from the General Fund.
Earnings on moneys in the Veterans' Lottery Fund must be credited
to the fund. All moneys in the fund are continuously appropriated
to the Department of Veterans' Affairs for the purposes of
educating, training and creating jobs for veterans and otherwise
furthering economic development related to veterans. + }
  SECTION 4.  { + The Oregon State Lottery Commission shall begin
the sale of tickets for the lottery raffle game described in
section 2 of this 2013 Act on or before January 2, 2015. + }
