It is an editor's brief statement of the essential features of the measure as introduced. Appropriates moneys from General Fund to Oregon Health Authority for purposes of operating mobile training unit for emergency medical technicians. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to administration of public funds; appropriating money; and declaring an emergency. Whereas much of Oregon relies on volunteer emergency medical technicians; and Whereas vast areas of rural Oregon, some with freeways passing through and others with popular recreation areas, are served by volunteer emergency medical technicians; and Whereas emergency medical technicians require regular training to keep their skills updated; and Whereas training hundreds of volunteer emergency medical technicians in rural and frontier counties is difficult because of the distance to locations offering necessary continuing education; and Whereas the mobile training unit operated by the Emergency Medical Services and Trauma Systems Program provides required continuing education for all emergency medical technician certification levels, provides in-service education for new skills and medications, provides annual recertification and instructional development to the Oregon State Police EMS instructor group, makes it more efficient and affordable to maintain rural emergency medical services and overcomes the inability to provide 9-1-1 services due to the lack of adequately trained and certified emergency medical services personnel; now, therefore, Be It Enacted by the People of the State of Oregon: SECTION 1. { + In addition to and not in lieu of any other appropriation, there is appropriated to the Oregon Health Authority, for the biennium beginning July 1, 2011, out of the General Fund, the amount of $300,000, which may be expended for purposes of operating a mobile training unit for emergency medical technicians. + } SECTION 2. { + This 2011 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2011 Act takes effect on its passage. + } ----------
