A RESOLUTION

Expressing horror at recent acts of teen violence that exemplify

2

a growing and dismaying trend; commending the high priority

3

Attorney General Eric Holder is giving to this problem; and

4

urging parents to be role models for positive interaction

5

with others.

6

WHEREAS, A 15-year-old girl recently was gang-raped after

7

leaving a homecoming dance in California, and bystanders used

8

their cell phones to photograph the violence rather than call

9

for help; and

10

WHEREAS, In mid-October, five boys surrounded 7th-grader

11

Michael Brewer in Florida, doused him with alcohol and set him

12

on fire, an act which he survived but which left him with burns

13

over 65% of his body; and

14

WHEREAS, The death of Chicago honor student Derrion Albert in

15

late September was, like the California gang rape, photographed

16

on cell phones as a group of boys brutally beat him with wooden

17

boards within a few blocks of his high school; and

18

WHEREAS, The event in Chicago prompted Attorney General Eric

Holder and Secretary of Education Arne Duncan to hold a news

2

conference on October 7, 2009, on youth and school violence; and

3

WHEREAS, In his remarks, Attorney General Holder cited a

4

recently released Department of Justice study that measures the

5

effects of youth violence in America: More than 60% of the

6

children surveyed were exposed to violence over the past year,

7

nearly 50% were assaulted at least once, 10% were injured in the

8

assault, 25% were the victims of a theft or vandalism and one in

9

16 was sexually assaulted; and

10

WHEREAS, The Attorney General stated that, henceforth, the

11

Department of Justice seeks to approach the problem of youth

12

violence in a manner that coordinates national, regional, state

13

and local efforts; and

14

WHEREAS, Evidence shows that increasing school security

15

measures, teaching values in the classroom and increasing police

16

presence in and around schools does little to curb the frequency

17

and intensity of youth violence; and

18

WHEREAS, Although many incidents of youth violence occur in

19

relation to school, schools did not create the problem nor can

20

they fix it without overwhelming parental commitment to raising

21

their children in an environment that places high value on human

22

life; and

23

WHEREAS, In an op-ed piece in the November 3, 2009, The 

24

Patriot News, Maryland psychologist Lynette Long, in seeking to

25

identify the core of the problem, said, "The sad truth is [that]

26

a cultural shift and technological advances have changed the way

27

we parent our children, [and have] reduced their respect for

28

authority and their ability to authentically connect with

29

others"; and

30

WHEREAS, Ms. Long stated that the majority of today's parents

allow the television and other machines to replace the "rocking

2

chair," board games and other personal, parent-child

3

interaction; and

4

WHEREAS, Personal, positive interactions between parent and

5

child lead to opportunities that shape children into persons who

6

interact positively with others; therefore be it

7

RESOLVED, That the House of Representatives express horror at

8

recent acts of teen violence that exemplify a growing and

9

dismaying trend; and be it further

10

RESOLVED, That the House of Representatives commend Attorney

11

General Eric Holder for the high priority he has assigned to the

12

problem of teen violence nationwide; and be it further

13

RESOLVED, That the House of Representatives urge parents to

14

be role models to their children for interacting positively with

15

others.
