AN ACT

Amending the act of November 10, 1999 (P.L.491, No.45), entitled

2

"An act establishing a uniform construction code; imposing

3

powers and duties on municipalities and the Department of

4

Labor and Industry; providing for enforcement; imposing

5

penalties; and making repeals," adding provisions relating to

6

buildings with log walls.

The General Assembly of the Commonwealth of Pennsylvania

8

hereby enacts as follows:

Section 1.  Section 902 901 of the act of November 10, 1999

(P.L.491, No.45), known as the Pennsylvania Construction Code

11

Act, is amended by adding a subsection to read:

12

Section 902.  Applicability to certain buildings.

(e)  Buildings with log walls.--Log walls with a minimum

15

average wall thickness of fives inches or greater shall be

16

permitted without insulation.

17

Section 2.  This act shall take effect in 60 days.

Section 901.  Exemptions.

(f)  Log walls.--Log walls with a minimum average wall

2

thickness of five inches or greater which comply with the

3

International Code Council Standard on the Design and

4

Construction of Log Structures, ICC 400-2007, or other successor

5

standard which the department may specify by regulation, shall

6

be permitted if:

7

(1)  The area weighted average U-factor for fenestration

8

products in the log walls is a maximum of 0.31; and

9

(2)  (i)  The building heating equipment meets or exceeds

10

the following Department of Energy ratings:

11

(A)  Gas furnace - 90 annual fuel utilization

12

efficiency (AFUE).

13

(B)  Oil furnace - 85 annual fuel utilization

14

efficiency (AFUE).

15

(C)  Boilers - 85 annual fuel utilization

16

efficiency (AFUE).

(D)  Air source heat pumps - 8.2 heating seasonal

18

performance factor (HSPF) split systems.

(E)  Geothermal heat pumps:

(ii)  the building heating equipment is qualified

3

under the Energy Star program jointly operated by the

4

Department of Energy and the United States Environmental

5

Protection Agency as provided for in 10 CFR Pt. 430

6

(relating to energy conservation program for consumer

7

products); and

8

(iii)  all energy efficiency requirements of this act

9

applicable to components other than log walls are met.

10

Section 2.  The addition of section 901(f) of the act shall

11

expire December 31, 2012.

Section 3.  This act shall take effect immediately.
