A BILL TO AMEND SECTION 59-20-20, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO DEFINITIONS OF THE EDUCATION FINANCE ACT, SO AS TO REVISE THE DEFINITION OF "INDEX OF TAXPAYING ABILITY" TO PROVIDE THAT THE INDEX FOR EACH SCHOOL DISTRICT IS BASED ON THE WAGES OF THE COUNTY IN WHICH THE DISTRICT IS LOCATED.
