Bill Title: As introduced, creates second offense for using a hand-held mobile telephone to transmit written messages while driving a motor vehicle to include a fine not to exceed $1,000; present law imposes a fine not to exceed $50 for each offense; removes present limitation on amount of court costs that may be imposed for such offense. - Amends TCA Title 39; Title 40 and Title 55.
