A BILL TO BE ENTITLED
 
AN ACT
  relating to the reporting of political expenditures made by certain
  persons or entities before and during a special session of the
  legislature.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Sections 254.0391(a) and (c), Election Code, are
  amended to read as follows:
         (a)  A statewide officeholder, a member of the legislature,
  or a specific-purpose committee for supporting, opposing, or
  assisting a statewide officeholder or member of the legislature, or
  a candidate for statewide office or the legislature or a
  specific-purpose committee for supporting or opposing the
  candidate, that accepts a political contribution or makes a
  political expenditure during the period beginning on the date the
  governor signs the proclamation calling a special legislative
  session and continuing through the date of final adjournment shall
  report the contribution or expenditure to the commission not later
  than the 30th day after the date of final adjournment.
         (c)  Each report required by this section must include, as
  applicable:
               (1)  the amount of the political contribution, the full
  name and address of the person making the contribution, and the date
  of the contribution; and
               (2)  the amount of the political expenditure, the full
  name and address of each person to whom the expenditure is made, and
  the date and purpose of the expenditure.
         SECTION 2.  The changes in law made by this Act apply only to
  a political expenditure made on or after the effective date of this
  Act.
         SECTION 3.  This Act takes effect on the 91st day after the
  last day of the legislative session.
