Summary

Requires the Department of Defense (DOD) to develop investment incentives for a contractor that implements a qualified training program to develop its workforce in a manner consistent with DOD needs. The system used to record contractor past performance shall include an analysis of the availability, quality, and effectiveness of a training program as part of a contractor's past performance rating.
