Summary

Fair and Independent Redistricting (Fair) Act - Directs the Election Assistance Commission to: (1) publish a report containing best practice recommendations that states may use in establishing and operating independent commissions to develop congressional redistricting plans, and (2) ensure that the report is available to the public online.
