Summary

Authorizes the U.S. Fish and Wildlife Service to issue a permit to a livestock farmer for the taking of black vultures during the calving or lambing season if it protects livestock from damage or loss. A permit holder must annually report to the state enforcement agency each taking of a black vulture.
