Designates the Freedom Flag, designed by Richard Melito, as the symbol of the U.S. commitment to honoring and remembering the victims and emergency responders who died as a result of the terrorist attacks on September 11, 2001, and requires that it be displayed each year on Patriot Day, September 11, through the end of September at specified locations.
