Authorizes the Secretary of Homeland Security to waive or modify certain restrictions on the term and use of grants to fire departments for hiring, rehiring, or retaining firefighters under the Federal Fire Prevention and Control Act of 1974 for recipients of grants awarded during FY2009 or FY2010.
