SENATE JOINT RESOLUTION NO. 165
Commending the Hampton Roads Chapter of the Virginia Counselors Association on the occasion of its 60th anniversary.

WHEREAS, the Virginia Guidance Association was formed in 1935 in Richmond, Virginia, as a state branch of the National Vocational Guidance Association; and

WHEREAS, after World War II, a jointly sponsored conference was held in Richmond in 1948 by the State Department of Education and the Virginia Guidance Association called the Virginia Conference of Guidance and Personnel Workers, where a new constitution was adopted, changing the association's name to the Virginia Association of Guidance and Personnel Workers (VAGPW); and

WHEREAS, the conference, which was held at the Hotel Richmond in the City of Richmond on March 23 and 24, 1950, recorded the area group president for Norfolk as Mr. Neal Bedinger, and that area group became known as the Hampton Roads Association of Guidance and Personnel Workers (HRAGPW); and

WHEREAS, the HRAGPW was reorganized on October 6, 1956, and became known as the Hampton Roads Personnel and Guidance Association (HRPGA), a local chapter of the Virginia Personnel and Guidance Association; and

WHEREAS, the HRPGA changed its name to the Hampton Roads Counselors Association (HRCA) after the state association became the Virginia Counselors Association (VCA) in 1992; and

WHEREAS, HRCA has worked to serve the local communities of Chesapeake, Portsmouth, Norfolk, and Virginia Beach and has supported counseling across the Commonwealth as well as the Hampton Roads area for the past 60 years; and

WHEREAS, the year 2010 is the 60th anniversary of the local Hampton Roads Chapter of the Virginia Counselors Association; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend and congratulate the Hampton Roads Chapter of the Virginia Counselors Association on the occasion of its 60th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the president of the board of directors of the Hampton Roads Chapter of the Virginia Counselors Association as an expression of the General Assembly's gratitude to the organization for its 60 years of service to the community and to the Commonwealth.
