SENATE JOINT RESOLUTION NO. 166
Celebrating the life of Joseph Robert Roy.

WHEREAS, Joseph Robert Roy of Reedville, a respected citizen and outstanding community supporter, died on January 27, 2010; and

WHEREAS, Joseph Robert "Rob" Roy was born on February 15, 1937, in Portland, Maine, the son of Joseph and Lillian Roy, and graduated as salutatorian of Scarborough High School in 1955; and

WHEREAS, Rob Roy settled near Boston, Massachusetts, with his wife and young family, served his country in the Air National Guard, and earned a degree in bioelectronic engineering from Northeastern University; and

WHEREAS, a computer and engineering master, Rob Roy moved to Northern Virginia to work for the federal government, first with the Veterans Administration, computerizing the hospital laboratories, and later with the Justice Department, serving as director of the data center in Washington, D.C.; and

WHEREAS, in 1982, Rob Roy started his own successful computer business, Computerland, which he also operated in Woodbridge and Manassas for 16 years; and

WHEREAS, Rob Roy cherished his home in Northumberland County, considering it "the most beautiful place on earth," and the Roy family retired to a quiet life there in 1997; and

WHEREAS, active in the public affairs of his community and in local politics, Rob Roy generously gave his time and expertise to many civic organizations, including as vice chair of the Northumberland County Republican Party; and

WHEREAS, Rob Roy will be fondly remembered for his kind and generous nature and greatly missed by his loving wife of 39 years, Carolyn Roy; his sister, Judith Roy; his children and their spouses, Bobby Roy and his wife Janet, Larry Roy, Joseph Roy and his wife Dawn, and Jennifer Webster and her husband Eric; his grandchildren, Alex, Chris, Jacquelyn, Marissa, Andrew, Aaron, Sean, and Rylan; and his many good friends and colleagues; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of a fine public servant and outstanding Virginian, Joseph Robert Roy; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Joseph Robert Roy as an expression of the General Assembly's respect for his memory.
