An act to add Section 31121 to the Public Resources Code, relating to coastal resources.

SB 576, as introduced, Umberg. State Coastal Conservancy: coastal climate change adaptation, infrastructure, and readiness program.

Existing law establishes the State Coastal Conservancy with prescribed powers and responsibilities relating to the acquisition, protection, preservation, and enhancement of coastal lands within the coastal zone, as defined.

This bill would require the conservancy to develop and implement a coastal climate adaptation, infrastructure, and readiness program designed to, among other things, improve the climate change resiliency of the state’s coastal communities, infrastructure, and habitat, as prescribed, and host an international conference on coastal climate change not less than once every 2 years.

The people of the State of California do enact as follows:

SECTION 1.

 Section 31121 is added to the Public Resources Code, to read:

31121.

 (a) The conservancy shall develop and implement a coastal climate change adaptation, infrastructure, and readiness program to do all of the following:

(1) Recommend best practices and strategies to improve the climate change resiliency of the state’s coastal communities, infrastructure, and habitat.

(2) Coordinate with the Santa Monica Mountains Conservancy, the San Diego River Conservancy, and the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy to develop criteria to prioritize the types of projects needed to ensure best management practices in the coastal zone.

(3) Collaborate with California State University, Long Beach in the creation of a data center at the university, and with scientists and nongovernmental organizations involved in climate change activities covering areas along the Pacific Rim to facilitate information sharing regarding coastal climate change adaptation, infrastructure, and readiness in areas outside of California for the purpose of promoting California’s goals in that regard.

(4) Host an international conference on coastal climate change, in cooperation with the Natural Resources Agency, the Ocean Protection Council, and other state agencies involved in climate change adaptation activities, not less than once every other year, to share information on the effect of climate change on coastal communities. The conservancy shall prepare a summary of any findings and relevant information at the conclusion of each conference.

(b) The conservancy shall use existing staff, resources, databases, and information contained in reports and other documents, including, but not limited to, the Safeguarding California Plan: 2018 Update and the Office of Planning and Research Integrated Climate Adaptation and Resiliency Program, to develop and implement the program required under subdivision (a).
